That's a rather easy design to copyPretty good list, i can think of todogrowled.es ( http://www.todogrowled.es/productos/tgl-cxa/ ), a spanish commercial DIY led. A friend of mine use them (he have got two of the 200w model and the third is on his way) and he's pretty happy about the result:

Peace
But their 220-309 euro panels don't seem expensive at all.
Best bin on those 3070s.
If you want to diy their most expensive panel
Buying these cobs yourself would prob cost 110 euros or so. 65 euros for the driver I think. 20 euro heatsink. 10 euro for the fan and driver maybe, 5 euros for the chain and screws and cob holders.
Then some extra cost like the power cord and labour cost. That's not a lot of money they earn with it.
Seems like a great deal tbh, a lot cheaper than the Heaven Bright led fixture and the Optic lighting Vero/Cree fixtures.
And it would blow out all the "blurple" led companies like Mars-hydro since it's similar in cost (maybe cheaper) yet much more powerful thanks to higher quality LEDs.
I do wonder how their blurple Cree lights compare with the full spectrum Cree cob though.
