Because "citizens" aren't being brutalized. Black people are. Before the BLM movement began, "citizens" didn't care what was happening to blacks at the hands of the police. How come no "citizens" stood up before the movement started?

Now let me ask you a question, Before the BLM movement, were you even aware of what the police were doing to black "citizens" all across "good ole' America"? The answer is probably "No".
