I think he means that shitty weed is usually shitty due to being grown/harvested/dried/cured wrong, so a good grower could make those genetics shine in a way the producer of the schwag did not. It is a sentiment I agree with

Oh i see what he's saying. Some states/countries still have mass growers that sell less then grade A. Kind of uncommon in hawaii/california thats why i didnt get it lol.

Its the main reason legal states can pass off shitty but well trimemd bud as good shit. They dont even cure it.

So regular street weed is mashed, seedy, stick-laden, ill-trimmed, low THC crispy brown or extremely light green. Probably not taken care of well with zero cure, dried in 15% humidity over 3 days. Or my best guess.

Dro refers to Hydroponic. Medical grade has been grown close to 32% THC, trimmed well, very minimal sticks, no seeds, handled gently, well cured for over 2 weeks (1 month or more preferably)

Not in 15 years or so but I'm sure brick weed is still around.
