That's odd....
Are you suuuure the timer is going on and staying off of a 12/12 cycle? Reason I ask is I have had timer mishaps before. Not going on or off, or once when I used to use analog timers (or whatever they are called) I had the pegs in the wrong position so lights were poping on at night.
You can flower from seed so I don't think that it's too young (maybe not sexually mature but...).
White widow finishes fast ime and should be well into flower, whether it be male or female. Do you know who the breeder is?
How much light do you have on it? It looks healthy enough... I see no pistils either...?
Can you do a picture of just the growth shoot? Where the bud would form?

Yes sir I wanted a timer but the box I have wasn't made with sufficient lighting so I was unable to use a timer as I can't get all my lights hooked up due to multiple plugs and the extra surge protector...but...I've been very diligent with my alarms and I started 12/12 for 3 weeks and I have used 11/13 for the last few days...
I got my seeds from marijuanaseedshop.com...the seeds popped nicely. They said they keep their breeders confidential lol so whatever that means...but I don't think they are sexually matured yet either. The calyxes are prominent and can be seen but the pistils are tiny and very very fine. I do not have pics of them Bc they are so fine and my iPhone might not even be able to focus on them...my lights are 3 42 watt and 2 23 watt all 2700k and kept within 4 inches at all times

When I get home I'll take another pic of the tops... it makes me said Bc everyday I think I'm going to see some long whispy pistils and all I get are fine curly ones coming from the calyxes mainly on top, but there are also ones in the internodes but very small. Like the very very beginning but they just won't get big and long or thick!

If your getting hairs up top that's how the flowers start so your lookin good.

Stretch lasts 2-3 weeks usually around 4-7 days after flip I wouldn't say ur 4 weeks into flower....

Also I think u better figure out were ur gonna be putting ur lady once she does stretch cuzz she could double or triple hieght
