If you were to send me a letter it would have The Netherlands written on it. Although I live in Noord Holland. You also have Zuid Holland. These are 2 provinces that are part of The Netherlands. Very similar to the system of having States.
It.is very confusing as the national football team supporters have Holland scarfs, etc. It's an historical influence from when the ships typically came from either South or North Holland. But that was prior to The Netherlands being formed.

Edit. I think people from Utrecht, Groningen, Limburg....etc are not too keen on the Holland moniker.
