They did base the figures on partial Nazi records, just saying. Why it matters is that Jewish deaths were fabricated and way over published by history while Polish, Russian and many other nations deaths (some also got gassed) have been forgotten, they were not small numbers either. Some few records were indeed destroyed, but so much remained that the number given is an accurate estimate of the exact figure.
