Dog problems.

Up to you, as it will likely escalate the problem; you might want to complain every time those neighbor dogs come over to your place. Rationale: bureaucracies keep score and they want to do as little work as possible; therefore say 5 complaints about your dog and they may have to do something. They've pretty much committed to a course of action if they come to your place and it could go bad for you. If you have a stack of complaints against neighbor, they (authorities) have "office" reading materials. Just a thought
This is the best advice on the thread; if your dog is in your property but other dogs come over, you complain about the other dogs. Once it happens a few times you'll have a record of someone else causing problems.

There is also the fact that a dog will get off the leash at least once. You want to be real careful about that.

You catch those dogs and take them to the shelter. Come back and politely tell your neighbor where they can pick their dog up, your neighbor might get the hint not to let his dog run loose after he has to pay a fee/fine to get his dog back. Keep doing that until the problem is solved, each time he has to go bail his dog out the fee gets bigger.

Brilliant idea, except I wouldn't tell the neighbor.
