I've seriously thought about shooting the street light by my place but the city would be all over me where I'm at.

i don't know about availability in your area, but spinosad is my go to for mites. its a bacteria that is harmless to human, acts like nerve agent to a lot of insects, not just mites, then pretty much dissipates in about 3 days.
pyrethins work well, but i wouldn't use them after flower started. if you have trouble getting commercial products, a tea made out of the hottest peppers you can find usually works pretty good.
i' don't know how spinosad would work on caterpillars, BT, or Thuricide is the best product i'm aware of for caterpillars, and it has a good reputation.
a couple of regular lights 30 or 40 feet away shouldn't be causing too much stress, they can't be casting more light than the moon on a bright night, and plants have been dealing with that forever

Neem is the number one treatment for mites. I'm not sure what might work as a home remedy for caterpillars. As far as bud size it may just be typical of the land race sativas from the area but it also could be underdeveloped because of the street light. A lot of the sativas from that part of the world either don't develope into thick dense buds or they take a long time to get there so that could easily be it but then on the other hand I've seen street lights cause the same thing but, then again, I've also seen gardens exposed to fairly bright street lights that didn't seem to be affected at all. It's hard to say for sure which way that one goes.

neem oil works, i just hate it. i'm allergic and break out in hives. and it has an unpleasant odor. for a long time.
but it does work if you use it right

Some kind of curtain or wall could be put up to block the light. You could also do a light dep set up.

a piece of trellis strategically placed will block most of that light, especially if you can get some beans or cucumbers growing up it

I have never had problems with street lights they are on fixed timers, the plants can get used to if they grew up near them.

Plants have more than one sense of time, they can sense short periods, as well as longer averages.
