They're is a lot of money skimmed off a project like this, and because it is a government interests not a lot of experienced over site, just a bunch of assholes with no real world experience. Major universities ( like the one I work at ) are stacked with useless power hungry nitwits.Gov'ts, civil institutions, educational institutions. They can't help themselves, seriously. They must make it a work of art for show: "this is how we spend your money" to the donors, taxpayers, etc. Then they can also brag about it, use it on resumes, etc. These things are not merely for efficiency/utility; it's got to be "significant" for bragging rights. Most of us know a steel 8 ft wide catwalk would be perfect: utilitarian, cheaper, much quicker to build and less prone to faults; problem is that it's ugly and no one wants to brag about it

I had a friend who is a very good computer programmer. He liked consulting gigs versus perm employment. He worked for a very very well known research university that is well known in medical research;Malt I think you are spot on here.
