My favorite option is decriminalization without new laws. I dont think anywhere will do that, but it is my favorite option. Med growers here could offload some of their excess to dispensaries last year. This year I think not. Now regulations are forcing them to buy from large scale commercial growers. I would much prefer way fewer rules and laws and hoops.
Michigan's laws suck. Too bad you don't have Democrats running the state. Here in Oregon the situation is very different but then again, Democrats are in charge and the voting public is pretty liberal. I prefer the laws in Oregon to those of Washington and California. Still, there are valid criticisms of what we have done although I'm perfectly satisfied.
Personally, I would decriminalize all drugs and put enforcement money into treating people who have addictions and want to recover. That's not likely to happen in the near future, though. Unlike libertarians, I'm pragmatic and understand that my goal is only my perspective. So, I'm willing to work with others who have different objectives, like, funding roads, schools and public works. Some people are obsessed with "the danger to the children" from legal MJ
So, let's lay out objectives rather than jump to policy.
What are the objectives that you have for decriminalizing MJ? Perhaps there is a solution that meets most of your needs and wants list that also meets others.
Some objectives that I have are:
Make the black market unprofitable for organized crime
People can grow as much as they want for personal use and gifts.
Quality, tested with known doseage Med MJ is available at cost of production for low income people with treatable medical issues.
Fund health and ag research into Medical and recreational MJ.
Recreational MJ pays for public health and safety issues it causes including law enforcement for
Education and prevention of access to MJ for 21-and under.
