This is what I did with my low watt lights. They were just seedlings Oct. 23 and now look. The lights are working just fine.
First off, you have 5 of those lights, the OP has 1. Second, 15 true watts of light is not enough to flower a cannabis plant. Period.

About the OP your right 1 light isn't enough for flowering more than (X1) 12" plant. " Solo Cup style " ... But my last grow I had (X4) 5'ft plants and I used 4 lights and the results were great. I've since stepped up however looking back and a possible future I may also go with a new light set up. To simplify a bunch of lights to compensate. So I guess in the end my way " cost effective " is actually more work and definitely a long veg & bloom. But I have patience and will continue this way for now. Point is you can grow just fine under these.

Great yield? So you have 5 of those lights... 15 actual watts each for a total of 75 watts. So under those 75 watts what was the total dry weight of that harvest?

8 oz.

I have 5 of these lights on ' this grow ' previous I had 4 lights for 4 plants closed in a 36"X72" tent with reflective paneling on all sides. Total 60W = 6000 lumes. More than effective.

Back to the point... You said you " can't flower under those lights " ...

I said you are incorrect not trying to be a jerk I'm just saying that YES you can flower just fine under these lights. And I'm also not the first, there are many people who have grown and still grow using these.

I grow for personal use & pleasure not to supply a dispensary lol so if you are going to say 8oz isn't a great yeild off 4 plants in such a small tent with such low wattage than we are speaking different languages.

You are telling me that you yeilded half a pound of dry weight with 60 watts of light? Lol.

Why would I lie ?

I'm just trying to help the OP not argue with you. You have your opinion I have mine. Only difference is only one of us is right.

People lie on these forums every day. If you yeilded 8 oz off of 60 watts (I'll let you count the shake for this because I'm a swell guy) then you pulled very close to 4 grams per watt. You realize that there are people on here (myself included) who have been growing for 20 plus years that have never gotten close to 4 gpw? Unless you can prove it I am 100% calling bullshit.

That's disappointing to hear as I am not lying. But I see your point however the proof was in my last grow. How about at the end of February / March I show you how much I yeild off these 3 plants I'm currently growing under the same lights. This way I can prove the results to you in a on going manner.

This is why peopl lie cause people like you are ignorant and make them feel bad that they don't have alot of money for lights..
This isn't my first grow I've harvested a oz off of one plant with 4x 23w CFLs before anyways I'm only interested in what burnzy has to say as he isn't trying to tell me to spend thousands on light

If you read the whole post I am using 2x 15w at 1500 lumens each = 30w = 3000 lumens and a 45 w led panel that is 4500 lumens so a total of 7500 lumens at 75 watts

I had nanners in one of my girls 4 weeks in flower cycle (dinafems ) I can only think caused byl light failing to come on one day and I changed light schedule from 9pm to 9am to 10am 10pm at 2 weeks flower but lives n learns
In retrospect I guess it would of been better to leave them in dark for 24
Have you found seeds as I never did and ball glands were still hairy
