He's using the lucas formula for coco - known as the H3ad formula - 6ml micro and 9ml bloom is full strength.Just micro and bloom? why no grow?
The OP is growing in coco not soil - you never let coco dry out. And it's impossible to over water in a 50/50 coco/perlite mix.Have they been over watered? You need to allow the soil to dry out between watering.
The lighting might be weak or too far. They are getting leggy (stretching).

Nothing wrong with using tap water as long as there are no chloramines in it, chlorine is fine. Leave your water sit for 24 hours. If it still smells like chlorine you have chloramine. You can water with chlorine. I use tap and my ppm from it is 250 mostly Ca and Mg.Before I planted them I water the coco

I don’t remember what my ph is before I make the mix but before I feed I ph to 5.8You got some Interesting responses @Jacke30 and some good information -- seems like you can get this dialed in and be good to go. Root zone temps are a big factor aswell, I find my seedling grow slower in winter and I have them up off the floor, a heat mat is a good idea.Here's a couple pics of 2 week old seedlings for a comparison.
