But it's a good thing only in the sense that they "allow" people to grow. It doesn't address where they ever got or have the right to disallow people to grow. I deny they have that right.
Sort of like thinking a kinder master is better than a cruel master, when no master at all should be the real goal.
Sometimes when the master is a little kinder it can be a bad thing, because it lulls people into thinking that there should BE a master, as long as he's kind. It dilutes actual liberty into revocable privilege.

19. Cultivation: "Cultivation" or "cultivate" means the planting, propagation, growing, harvesting, drying, curing, grading, trimming or other processing of marijuana for use or sale. "Cultivation" or "cultivate" does not include manufacturing, testing or marijuana extraction. Page 6 This preliminary draft is a working document that is subject to further revisions.

A cultivation facility includes a nursery cultivation facility. Licensees that cultivate marijuana in a nursery cultivation facility may sell an unlimited number of marijuana seeds and a sum total of 12 seedlings and immature plants to a consumer 21 years of age or older.
Really seems like they think just because you grow cannabis for personal private use you must be a dealer too?

When a state gains revenue from federally illegal activity, it's gotten past the laughable stage.
Of course if the Feds raid you, the State will hide under your bed until the bigger pig is gone. Then the State will come out and take your money again. Yet. somehow the same Feds won't fuck with the State for making tax money from weed.
If people need any more evidence that ALL OF IT is a giant contradictory scam...
