Well I transferred my baby from the large watter logged pot to a small pot using Kellogg premium potting mix, perlite, and watered a bottom layer with liquid fish and guano poop..

whatever you do, Don't over fertilize it. she's small right now and don't need a whole shit ton of nutes. Let her grow for awhile and get a bit larger before hitting her with nutes.

She looks good all in all. she just needs some time.

I'm afraid you just gave her a deadly dose of Nitrogen
You will either get lockout or fry it
That perlite and soil already has fertilizer and you added more to a plant really needs very little besides water at that size
Sorry I would pop a new seed and start over

You didn't need to add any fertilizer at this point. That soil has all the plant needs for a while.

Ok I transferred it again to a pot with just soil and perlite,
My question is how long should I wait before water it now that I've transferred it...

Wait until it needs water, overwatering is one of the worst things you can do, it causes all kinds of problems, afterall it is a weed and it has the will to live, keep plugging away bud you will learn from your mistakes and it will get smoother with every grow, happy growing!!!
