Full spectrum is usually a misleading term.
It looks more for flower been the amount of red but that doesn't mean you can veg with it but you may find your internodes are spaced further apart.

That light isn't made for flower even if it was the right spectrum. It's not powerful enough.
Not powerful enough? For what size area?
