You should do research before you buy anything. It appears as though you're guessing at things to buy without even understanding what your end goal achievement is.
Cannabis is just a plant, but it requires particulars, especially indoor. Take another month to research out growing styles, different lighting etc before hitting the purchase button.
For example, a 5x5' tent with 1000W of light is great, but what's the temperature and humidity of the room the tent is in? What's your plan for ventilation? What medium? What size pots? How tall will you grow your plants? What nutrients will you be going with? Do you have a pH meter? Will you exhaust hot air outside? Do you have AC for the summer months?
Not trying to dissuade you at all, just trying to get you to understand that there are other things to consider when just throwing out random questions like "what lights for this tent".

My production flower tent has a 1000W HPS in it. The bulb is in an air-cooled hood, but I do not connect my ventilation to it as I need the heat from the lamp to maintain my temp. I keep my tents at 78F at lights on.
What I'm getting at here is knowing what your basement temperature and humidity is, is one of the most important aspects when purchasing lighting.
You never answered my question about your temp/humidity.
If you feel that you've got everything understood and within control, go as large as you can for everything. This hobby will have you wanting to expand quickly, guaranteed. Big things can be repurposed. Undersizing kit will result in useless stuff on a shelf.
