So four of either of those lights will do it?So many options. HLG has some good options for boards or the QB96's are nice too, and are US based. Or you can do strips. Building it yourself will be cheapest. There's China too, but I don't like ordering off Alibaba, and I try to buy American when I can.

Ya. Of those 2. You'd need more of the QB96's. You can go bigger if you want, but you're probably not gonna need more power. Especially if you're not gonna use them for flowering. You're just using them for vegging some hemp right? And that room is like 8x8 isn't it?
8 x 20 and yes mainly veg and then moving outside. However I still want to be able to flower inside just in case I need to.
