That's only true for organic fertilizers. Salt based fertilizers are readily available to the plant without the need for microbes to do any work.

assuming were talking organics here. If you choose to go straight water part or most of the time, make sure your soil is amended well. I wouldnt just top dress with a handful or 2 of whatever, follow a soil recipe. I also have a habit of making worm poop slurries so its not plain water, cant really overdo it with that stuff.
