It says the permit is now open, the 23rd permit, for Pigford Class applicants only. The Pigford Class is a group of 15 thousand black farmers. It’s only those applicants getting charged the fee.

18 additional spots not 16*

after reading the full rule it’s specifically targeting the Pigford class applicant. The 23rd spot was reserved specifically for a Pigford class applicant when the law was passed in 2016. The first 22 applicants could be *anyone of any creed; but the 23rd was for a Pigford class applicant.

I don’t know how they’re going to get away with the rule written October 13 2021, stating that price specifically for a Pigford class applicant, without it being challenged in court. Especially if it’s 60k for the next 18 applicants.
