Philadelphia Bill No. 060345, commonly known as the "Blunt Bill", defines paraphernalia as any item where the seller knows, or under the circumstances reasonably should know that it would be used to convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act.]. In an effort to raise awareness about what these items actually are, here is a list of items commonly used to create drug paraphernalia.
Obviously, this legislation is both self-defeating and self-perpetuated, as pretty much anything can be turned into paraphernalia. To raise awareness about how silly this law is, I am compiling a list of so-called "paraphernalia" -- items that you or someone you know have turned into smoking devices. The purpose for social collaboration is to make the the list as robust as possible.
