I've always thought that starting in a paper towel was like moving an embryo from one womb to another!
I put my potting soil in 16oz cups. I leave about an 1 1/2 of space at the top. Put the bean in the center, then poke it down about a quarter of an inch with your index finger. Then rake the soil back over the top. Take a spray bottle and saturate the soil pretty good. Then, I cover the tops with clear plastic wrap. This creates a greenhouse effect, holds in the humidity.
I then put them in a dark cycle for about 30 hours, in a warm place around 80degrees farenheit. Then I put them on 18/6. I just did five seeds, 100% germinated, and they poked through in 3 days. Take the plastic off when they break the soil.
