They did decrease borrowing, but never stopped it.Seriously, if they put in the applicable years of Clinton's presidency, they will see that public debt did decrease, but the national debt continued to increase. So this "budget surplus" talk is solely based on only one piece of the pie.

Considering the dangers that are in open opposition to the USA, cutting the military would be unwise. There is waste that can be eliminated in the military, sure, but now is not the time to consider reducing our military strength. Cutting aid to those who hate us, welfare for the rich, wasteful subsidies to failing businesses, etc. would be a better idea. Student loans should only be given to those going into fields in demand, there are way too many "diploma mills" pumping out philosophy majors and other useless vocations. Care to guess how much the Federal Flood Insurance Program is going to pay out to the uber rich who own beachfront property, and probably pay less in premiums than you do on your home hundreds of miles from the water, because of hurricane Sandy?this is bad reasoning, if he wants to lower our deficits, then cutting military spending would be a must.
