This plant looks very unusual for supposedly being on 12/12 for 6 weeks already. I have never seen a plant so reluctant to produce bud. There is something wrong here. I have a plant right now under my 600w HPS that has been flowering for one week and it looks about like this (but way healthier). I'm not trying to bad-mouth your crop at all, but I have been through similar situations, and it is all a learning experience. If you are looking for some more professional responses, I'm sure that someone a little more educated than myself would be glad to help if you are willing to list your grow specifics, ie soil you are using, lighting, temps, Humidity, nutrients, any insecticides, etc.
What I can say is that it seems like you need to improve light reflection by covering nearby surfaces and walls with white paint or some form of reflective sheeting. NEVER use tinfoil, as it will create excess heat and can cause 'hot spots' where there are actually holes burned through leaves/buds. Next, keep a steady airflow. This helps the plants to stay cool, free of dirt and bugs, and promotes faster growth by constantly refreshing the air around the surfaces of the leaves. Another big thing to keep in mind is the temperature. Flowering Cannabis plants usually prefer an indoor climate of around 70 in the day and around 55-60 in the dark cycle; with a relative humidity of anywhere from 35% to 55%. A cheap hygrometer/thermometer combo is sold at walmart and like stores. It costs around $3. This should be your next investment if you don't already monitor your temp and humidity.
In my experience, Cannabis usually stops most of it's productive(bud and node) growth, and focuses mainly on stem and fan leaf production if the temperature is consistently unsatisfactory. I hope this helps. Happy smoking, good luck, and keep growing!!
