When it comes to dispensaries, more expensive does not necessarily mean better. Usually "top shelf" is just what they have less of, or good stuff that they bought from somewhere else, and probably have a small supply of.

Can't sell to dispensaries here. They have to grow 70% of their own product, and the other 30% must come from licensed OPC's.
