dependant on the target it can be construed that way. Drones should be a very last resort, authorised after a grand jury is empaneled to look at the evidence and intel. against the target.
If it's not given a fair hearing in a courtroom and a verdict rendered by the people it's terrorism in my opinion. The strikes are doing more harm than good an alienating a populace that already holds anti-western sentiments. Even if you weren't radical, seeing your neighbours blown up will sure make you one.
Outside of that, if we were seeing 1 or two drone strikes total a year I could understand, that power was being used with caution and restraint, but currently I don't see either.
