I had a CCW license, I didn't walk around my neighborhood following people in the middle of the night because I had a " hunch." If he wasn't trained to diffuse a situation properly without lethal force, he shouldn't have put himself in that situation. If TM was the agressor in the situation and Z was doing his civil duty as a CCW he should have drawn down on TM before he even got within 20ft. if he was such a danger. First thing they teach you is draw down on them before it even becomes lethal. That's enough usually to make anyone run away, unless that's what happened and he chased. He was supposed to be a proper authority but he acted like a bitch vigilante, and hopefully he will get what's coming to him.
