uhm if the shops dont have those clfs you can go with sumthing else like MH, metal halid are ok..or HPS bulbs (high Pressure sodium) you will need a ballast for the HPS

you said you wanted to go cheap due to electric bill..thats kool Cfl's are the way to go..
CHECK IT..

From seedling to when ever you want to start budding you plant you are going to use (for one plant) x4 26w 6500k daylight cfl (spiral)

When you decide you no longer want to grow the plant (height wise) And start to flower (12/12 light cycle) 12 hours on and 12 hours in the dark, you are going to switch to maybe x4-x5 26w 2700k cfl (spiral)
