Until you see green you don't need any light at all, just keep it warm and humid. I'd use just the 250 in veg. When they are little keep it well above them. Hold your hand at the level of the foliage and if it is warm it is too close. When they get bigger it can be closer. For flower you want more light with more of it being on the 2700 end. I can't help with nutes for soil, not a soil grower.
