Well, I recommend you use 6500k or Daylight bulbs or at least 4100k (Cool white) for veg and then 3000k (warm white) for flowering. If you're going to use tubes or CFLS, veg only for 16 days tops. Trust me, more than that will be a waste due to poor light penetration. I am very happy so far with my results from the tubes. It's been better than I expected but I could have had better from CFLs (like 2-3 ounces per plant instead of 1 to 1.5 ounces per plant) which would have cost less to setup and less in electricity costs too. Also, do the lights have 2 3k lumen bulbs each? Or does each light give off 3k lumens? You definately want to ensure you have adequate sidelighting that is SO important. Also use perlite in your soil. I could have had better yield if I had, I believe. You want to ensure that there is at least 5k lumens per square foot for flowering and keep those lights super close to the plants. As mine got older, I even let some of the branches touch the bulbs on the vertical lights and they didn't get damaged.
