Go to wal mart they have temp/RH there like $6 but don't drop them more than once.

Just read you post. I would check your humidity, may be too low. Like the leaves are drying out and thats why they curl in. Feel them are they crisp?
Can you spread out those cfls so you have 3-4 around top and then 6" down another 3-4 around middle?
