Since provisional access is only for online applications, to apply online. Other than the long odds they ever get that working, it seems that is how you renew.

Sounds like IDPH used the emergency rule opportunity to make a bunch of amendments to their rules (they did) that should've been done long ago through normal rulemaking. It also sounds like JCAR has screw provisional access over by not knowing that they were saying by limiting it to the OAPP...
