You can also stress your plant. Those are just seedlings, to have intense hot light 3 inches away is too much stress. Its simple, just move the light to at least 12 inches away, maybe 18. You don't need 400watts 3 inches away, in fact it can be bad. Burn/stress. I cant tell you the science...

Yes more information is needed Jay. I don't think they make too many vertical lamps anymore since horizontal is proven more effective. So i assumed his was meant for horizontal. They do make reflectors even for vertical hanging lights as well, whihc would be better than nothing, but not great...

Any "good" grow book will tell you that about the reflector and hood. Go check some out, or search around the net for more info. Just tryin to help you maximize the use of your light.

Are you asking how it works? If your lights are too close, you can burn them. Kind self explanatory. While your plants grow, you run the risk of them getting even closer than you placed it and getting burned or ruined. Plus its so close and thats why you may be seeing the stretch, if its a tad...

Its all about the color spectrum now. An innovative company in Cali makes bulbs for Flower that are superior to HPS, but give the right spectrum the plants need for flower. They are called Pulse Start Metal Halides, and yes they contain UV's also. Im going to post something for you to read that...

I disagree with jay...A Reflector/hood is very important, and having a bulb hang vertically is VERY inefficient!!! Get that bulb horizontal and get a reflector. Think about the way the bulb is shaped. A lot of light comes out of the sides, so having the sides facing down gives a lot more light...
