i dont use a moisture meter, just lift the pot and feel how heavy it is, but if you want just a cheap meter will work, i have a rapidtest just for the fuck of it, as for the perlite i always add more being that the plants are indoors and have less exposure to light,wind and other shit that dries...

just mix your nutes as they say then water till you get a little run off from the bottom of the pot, so the amount of water will vary from pot to pot

you know if you were to get a 250 hps it would put down twice as much light as those floros but if your hell bent on cfl's then yeah that should work, just remember you have to keep those close as fuck

your best bet would be 3-600's if dense nugs are your priority, you would use 200 watts less get a tad more light, have more points of light and be able to place the lights closer to the plants, plus with the 1000's there is really nowhere you could hang them without getting some major dark...

they should still work, i use hps 600's and ive noticed they differ in diameter from brand to brand, that sucks as far as lumens are concerned, my 600 puts out 90,000

if i were you i would put them out in the day and then bring them in at night, but if thats not possible then you have no choice but to put them outside, so if you were using cfl's or a low watt bulb then i would try and put them in the shade for a few days t harden them off but its probably not...
