It looks like it was going to die anyway, the stem base is rotten from overwatering. Try again and next time no oils ,less watering and keep the cat out.
It is a big shock for plants to re locate like that at this age. I dont advise bringing outdoor plants in under artificial light.

Is that grass clippings? you only need mulch out door to preserve the water in the hole/pot from the summer sun and keep down weeds, indoor its a big no no.
They are sick, stunted and yellow as a canary and will be lucky to pull through. The medium is the cause of these major issues and next time use some seed raising mix or coco. Also the re potting without a root system will finish them off. Never re pot a sick plant, especially when its nowhere...
If you hit it with miracle grow its nute burn. Life will be nothing but a struggle for that little guy now.
Dont feed seedlings until they are about this size.
There are enough green leaves to see it through. This is caused by the salt build up in the medium which stops N uptake and burns leaves . Letting pots dry too much between waterings can cause salt build up.
You need to get them in some quality medium in a pot asap. Bury the leggy stems half way up in the new well medium so they stop collapsing and water in. Get them under the 600 but have it at least 4 feet away until you see they are growing and healthy.
