Dolomite lime and garden lime are two different things. dolomite lime is what you want to use it has a buffer in it that stabilizes the PH at 7 where garden lime does not and will raise the ph over 8.5. and should never be used in container growing.

You will have to take care of the bugs at the source. I would remove the plants, bug bomb the basement and use some organic garden dust on the floor only around your setup.
