Well.... For your veg area you have some choices. You can build a room, seal it off and veg in part of that room, or buy a tent and use that as your veg area and have it isolated in your room. Either way, you need to make sure that your lights in your veg are not permeating into the dark cycle...

i would say find a pot friendly elecrician. Idk about any of that stuff either and had to have the same kind of thing done for a veg room im gonna build so i had to call in my electrician friend. Handy thing to have.

The plants dont grow up with the cfls that close because they are growing out and thickening up stalkwise. With your cfl's like that i would check those connectors, i had just 3 on one outlet and it got ridiculous hot, so throw a fan at the canopy to help keep it cool.
