Found the culprits. A leaf with about 6 thirps on them. Since neem and organicide will both kill thirps, is one preferable during flowering?

I have organicide and neem oil I could use. Is it too late at this stage for either one? I read neem kills Russet mites (if that's what I have besides thirps) and organicide only kills thirps.
