Citric acid seems to be quite effective killing PM. Plain water or soap isn't going to do anything.

I would look closely for spidermites. Actually they are plainly visible in all pics. Remove affected leaves and get them out of the grow then treat. Doesn't hurt to vacuum the leaves first and cut leaves off directly into a plastic bag to reduce spread. Don't forget to empty vacuum outdoors.
