is it ok to start your plants in 24 hours light with MH 400w light? or is it better to start the mat 20 hours? anyone please help?

how long is the process with a 12/12 from seed start? this is my first grow. i have white widow seeds that with a 400 mh light for veg and a 400 sodium light for flowering.. but there are little yellow stains starting to form on some of them i am worried about that.. any help or advise anyone...
