Insufficient quantity of CFL's in the wrong spectrum is the problem. More lights, preferably on 'Y' connectors, in the 2700k range ought to do it. I used atleast 10 lights on a 6 plant bubbleponic setup and I got DECENT results, I feet like I should have had more lights going... As for brown...
