looks like you are using cfl's in the blue spectrum (about 6000k). I believe it is best to switch towards the red spectrum in the flowering stage, about 2700k. btw cfl's are awesome, they get a bad rep. you can (and should) put them as close to the plants as possible, like up to an inch or...
