If your going to use only 4 cfl lights i would use 105 watt cfl..they produce alot of lumens and are only 25 bucks each..when you are in your vegitative grow you can keep the lights on 24/7..however i do not recommend you do this if you dont have cool white cfl lights..i keep mine on for about...

13 watt cfl will nor be enough light..trust me i know.. If i were you i would get 42 watt lights because the 13 that you are using is not producing enough lumens..get 1 42 watt light for each plant you have and you will be good on light..anything lower than that willl not be enough light go...
