should the lights be close while its still a seed (germinated seed) in the ground or far away and then close once it pops?

i have about 4 bag seed and wanna see if i can get anything grow. I germinated one already and just started the other three. i have grown before so i have no issues doin germinating and all. i have never used cfl's before. Can i use 2 23w CFLs just to start the seedling? is this not enough heat...
