There was no shortages! The wage is not sustainable for the type of labour and the cost of living in the area. Fuck 1 bedroom basement suites are like $800-1200+ in the GVRD. That's more than 1/2 of the wage.

There's a reason why the wage was so low, that's to make it so no one will want to apply for the job and they can hire migrant workers and house them.
