Sorry if mentioned but are you pushing the air through the filter or pulling it? IMO pulling it through is a lot more effective than pushing it. And as said find out the CFM rating for the filter and then the CFM rating for the fan. Problem probably lies there somewhere.

I always look up pictures/characteristics of the parents and try and go off that as far as nailing down the traits. Not always easy though and if it's nearly impossible then it may be a nice 50/50 split of the parents.
