You could measure the lux output using your phone with a light meter app (not accurate, but significant) and estimate from there. You could easily figure out what's 25%, 50%, and so on.

You want those lights to keep your plants from flowering? I suggest you use more wattage, sometimes plants ignore low wattage lights in favor of tuning into the much more powerful sunlight.
