My 450 watt viraspectra pulls 200 and I have a few panels about 75 each. That enough for 3 plants directly under?

3 days. 3 bag seed. 3 duds. My good seeds will be here soon and I can't even friggen germinate a seed. Just using regular back yard dirt, diy germ tank. The tops won't open up, often leaving half of the seed shell on. Using 2 60watt led bulbs.

Title says it all. I ordered seeds going on 3 weeks ago, still nothing. They sent an email saying my tracking number was changed due to regulationsbut not to worry it's on the way. Anyone can vouch for them?
