I can’t tell if this is a male or female plant I’m leaning more towards male it’s about 4 weeks old from sprout. Is it too early to tell?

(Twins btw) But they’re under 4 23/100 watt cfls & get continuous light. Could they be getting too much light? They’re in Fox Farm happy frog soil. I’ll water maybe every other day, but I only give them maybe a tablespoon of water at a time. The soil is always very dry. So am I underwatering...

I got 2 stems from 1 seed!!! But I’m not sure if I should leave them alone or clip the smaller one? I’ve read that the smaller one will eventually die, but I’m not too sure what I should do, the smaller one is starting to droop a little. Any advice?
