I germinated some autoflowers in Jeffy pellets and one of the Penny Wise sprouted upside down, tap root sticking a little over an inch up in the air. I took a tooth pick and gently as I could dug it out and planted it right side up. Don't know if it will make it but we will soon find out.

Got in touch with the company I bought it from. They are saying it was supposed to have came with the HLG-480h-48b driver

So am I understanding this correct that with the 480h 2800 the light will be running under powered not over.

Yes it can with a dimmer and it does have the potentiometer behind the rubber stopper. How would someone know the right amount to dim it?
