Can I keep the plants after harvest to veg again until next season?

I'll have them flower then. Any suggestion for flowering? can I use NPK19-19-19? Or do I need no nitrogen in flowering? I already have two other seedlings, hopefully these wont cum too early.

A brief about the plants: They were germinated indoors under 18/6 Light/Dark. They were growing relatively slow, I thought this might be because of my poor grow box setup. I then moved them outdoors where the sun rises at 05:30 and sets at 18:20. It gets almost 5hrs of direct sun and about 8hrs...
